It's free and I've used it to successfully increase the size of system
partitions in the past.

        IMO, cheapest, easiest would be to use a disk partitioning util
to increase the size of your C drive by taking some of the free space
from E drive. I like Acronis Disk Director, but there are many to choose
from. Back up your C drive first, just to be safe.
