Are you asking if it's good enough to monitor the event log instead of the 
state of a service? Personally I would say no. It's possible that the 
messages wont' get to the event log for a number of reasons, or that the 
event log can become corrupt. It's much more reliable to query the service 
directly. 

Are you asking for a recommendation on a monitoring product? If so what is 
the size of the environment? Heterogeneous? Budget?

I would like to add comprehensive monitoring of all running Windows server 
services. One method is to monitor each service specifically, but could 
you  pretty much the same thing by monitoring the System event logs for 
event ID 7056?
