Pegasus Mail and the list server built in to Mercury/32 should be able to handle this. Pegasus Mail is free, Mercury/32 is inexpensive for non-profits. It has a nice feature which splits up large mailing lists into chunks so as not to set off anti-spam filters based on the number of recipients to one message.
