a) Start with WSUS. That will cover Windows and other Microsoft
programs. For the others look at WPKG (http://wpkg.org/).

b) Numerous ideas:
 * Keep your software up to date, particularly Flash and Adobe Reader
 * End user education to not be fooled by social engineering attacks
 * Web site filtering mechanisms to help prevent the "bad" web pages
from coming up
 * Non-admin user accounts can go a long way
 * Software Restrictions policies

That last one seems to work better on Vista and 7 than it does under XP.
