Hmm... never used that one before, but I get the same thing on both 2008 and 
2008 R2.  Interesting what the text description says:

Almost looks like maybe it's a plug-in architecture for third-party GPP add ons?

I've been digging around a lot in GPP as I get ready to deploy my new shiny 
updated 2008 Citrix farm, minus the control given to us by AppSense (too 
expensive, in the long run).

Does anyone know what the User Configuration | Preferences | Windows Settings | 
Applications is supposed to be used for? I get a context menu for New | 
Application with an arrow on it, but no further menus. Is it just me, or does 
something have to be configured to get this option to work? I was assuming it 
was something like the Software Packages, but my Googling seems to reveal 
nothing...
