Instead of locking up the notebooks have you considered whole disk
encryption?
We're in a similar physical environment, secured building with restricted
after hours access by key card.
Also, do you users always work a standard time?  If they don't locking them
up could impact productivity, additionally, if you encrypt you have the
ability to allow users to take their equipment home and work remotely with
VPN access.
