+1 for IPCop, I've used it at a lot of clients.  AdvProxy and URLfilter add-ons 
make it easy to have a "whitelist" of acceptable websites, or you can add the 
DansGuardian add-on if you want a more dynamic setup that monitors the web 
traffic to filter out objectionable content.

IPCop has a built-in backup utility, you back up the setting to a file which 
you store off the IPCop box.  If the box breaks, reinstall from the same ISO 
you downloaded before -- takes about 15 minutes -- then restore from the backup 
and you're up and running in less than half an hour from turning on the new 
hardware.

I've run IPCops on P-IIs, P-IIIs, and even on a 486.
