Consider, they're wrapped up in doing their jobs. Most people, IT included forget what it takes for someone else to do their job effectively. We know they need a computer and a certain set of apps that perform in a certain way, but beyond that, we're not doing their job, so we don't know what their work actually entails. Why would we expect our users to know what is and is not possible to be done? Very often, I'm one of the very few in my office who knows what IT can do (easily, with our resources). For illustration, remember back to a time when someone has asked you to do something they think should be easy for you to do, but you know that it will be quite a challenging task which will consume a lot of time.
