I would look for hosted fax solutions.  eFax is a name, not the greatest
reputation.  But I've had 25 fax lines with them, no issues.
 
If you want to do it in-house, I would look for SIP (Kinda like Voip)
line that will handle fax.  Then it can make a https connection to your
fax software.  Not sure if you can get fax software for cheap though...
ours cost around $5000, but it's scales to large enterprises.

Hit me up for more info if needed, I have quite a bit of fax experience.

I've been asked to setup a fax to email solution.  This will be a simple
setup  of one  fax line forwarded to one email address.  Anyone have any
experience with a free or cheap software package that will do this?  

I'm working my way through the google mess for this lookup but just
checking if the list has any recommendations.
