Ok thanks, will followup with them. I was sort of lost why voice will work and 
not data if the device is unblocked, thought maybe Verizon have to do something 
on their end.

Then it's really up to your service provider to get the phone provisioned 
correctly.  I know data works over there because I just had a user with a storm 
climb Mt. Kilimanjaro and he said he had great service even part way up the 
mountain.  But that was an actual Verizon Serviced phone.

I have activated voice on a different carrier and that works. The
carrier has tried toggling the PIN from BES to BIS but from the device,
it doesn't register. I have tried doing it online from the carrier site
which shows that accepted but the device doesnt register either.

You can't just take a Blackberry, put a SIM in it and expect it to work
with all functionality. 
While it will work for voice, you need to get your line enabled for
Blackberry data by your phone service provider. The provider will
probably want the PIN of the device as well, and can then toggle it from
BES to BIS for you. 

If you don't want to involve your service provider then you are out of
luck. Blackberry devices only work for data with the cooperation of the
service provider (unlike a Windows Mobile device, Nokia etc), and the
payment of an additional fee in most cases.

A colleague bought me a BB 9530 in the US, unblocked. I am able to use
voice but not data. The set is set for BES while I need to activate it
for BIS. Anybody's experienced this before and found a way out? I am in
Kenya.
