Some form of Network Access Control.

Rather than force clients to install antimalware, however, they should just
restrict or redirect systems and networks that are generating malware
traffic.  Especially residential ones.

That's much easier than tracking all the different AV apps and other
protection mechanisms that people could be using across multiple OSes.
