Why submerge the entire camera? What you need is some fibre optic with a
fish-eye lens. Attache it to the camera and submerge the fibre.

Else, the other thing would be to wrap the webcam with some plastic, from a
ziplock back, and then seal it. Get as much air out of the back as possible,
You could use plastic tie wraps and then use some ATV Sealant to plug after
the tie wrap, then another tie wrap after the sealant. Use some fish weights
to hold the cam down in the water.
