  (I'm not sure on Win 7, but I think this aspect works the same as for Win XP.)

  I think what you're talking about is the most-used programs which
appear on the top-level Start Menu; you can remove things from that
menu by right-clicking the icon and choosing "Remove from this list"
or whatever it's called.  Right?

  If so, there is no "list of removed programs" to clear.  What you've
done is remove that program from the list of recently used programs.
As it gets used it will be put back into that list.
