I wiped most of this thread, so perhaps somebody has already said this...

This is working normally.  Every system to which I have done a remote 
desktop session, be it a physical or virtual, be it XP-Pro or 2003 (I've 
not had the opportunity to try with Win7 or Vitsa), the ability to shut 
down, re-boot, lock the screen, etc is through the "Windows Security" item 
in the Start menu.
