  As has been noted, start-up load is much different vs. running load.

  I will note that if the contractor didn't already have answers
ready, you probabbly should consult with a contractor more experienced
with engineering computer room back-up power with air conditioning.
It's something of a niche field  and not something every contractor is
going to be familiar with.  That doesn't make the contractor bad
overall; you just want some informed experience on this particular
aspect.
