Or ..
Open explorer
tools> folder options
file types
Choose file type you want to restore to unknown (by extension)
Delete entry pointing to notepad
May take a reboot to restore icons & such to the typical "unknown"  file type 
and you should be prompted as to how to open file if you try to run it.
