It's application and OS specific. Some netbooks are Linux, some are
Windows, apparently a few run Android.

Obviously a Windows netbooks wouldn't be a problem. A Linux netbook very
easily could be a problem - the *NIX ICA client hasn't been
substantially updated in 10 years or more and might cause a problem in
your environment. Android netbooks would be an even bigger problem.

You also need to consider how usable your application would be on a
1024x800 screen.
