It may work but sometimes I find the cost of free software costs a lot
more then commercial software in deployment and support do to the extra
man-hour's but I will download a copy and do some testing thank you for
the recommendation.
Cheers

Would this work for you? The price is certainly right:

FreeRADIUS: The world's most popular RADIUS Server

FreeRADIUS includes a RADIUS server, a BSD licensed client library,
a PAM
library, and an Apache module. In most cases, the word FreeRADIUS
refers
    to the RADIUS server.

FreeRADIUS is the most widely deployed RADIUS server in the world.
It is
the basis for multiple commercial offerings. It supplies the AAA
needs of
many Fortune-500 companies and Tier 1 ISPs. It is also widely used
in the
academic community, including eduroam. The server is fast,
feature-rich,
    modular, and scalable.

FreeRADIUS.net - Fast, Easy & Best of all... FREE!

"FreeRADIUS.net" serves as both the name of this website and this
    particular win32 distribution of FreeRADIUS.

This website is a resource for users, developers and testers looking
for a
FreeRADIUS implementation that runs on Microsoft Windows XP. The
official
website for FreeRADIUS is www.freeradius.org; without the tremendous
work
of the folks at freeradius.org this offering would not be
possible...
    THANKS!

This site is host to a freely downloadable Win32 version of
FreeRADIUS
including a basic installer. Please check in often... for updates
and
    latest releases of FreeRADIUS.
