I have deployed both Asterisk and Shoretel solutions, and personally evaluated Cisco. By far the easiest to implement was Shoretel. Its quality was awesome, asterisk did the job but needed a lot of maintenance and customisation, and wasn't as reliable. At the time, hardware solutions were still thin on the ground, I imagine this has changed.
Freeswitch looks infinitely better than Asterisk but is still early days if you don't want to manage its config files by hand. FreePBX is under heavy active development to produce a web front end. There is LIVE .ISO's available.
