Your issue is beyond the scope of this list. I'd suspect you would have the same issue if it needed a PST viewer... In this case I'd go with the devil you know - Outlook. The interface is reasonably well thought out and you can navigate your pst mail store reasonbly well. Perhaps some old iron, install Outlook, and make it available to those who need it, reducing the exposure to a production environment.
