  I find simply reviewing the Webalizer reports of Squid logs is
pretty effective.  Any outside proxy is going to show up as a single
site with a huge traffic percentage.  Then I drop the "Keep this up
and you'll be fired" hammer on them.

  Sometimes it's better to not block and catch the offenders.
