Also, it isn't clear whether you're using centralized wireless controllers or 
stand alone APs. If you're centralized, Cisco Wireless Control System has the 
ability to detect, assess, and contain rogue APs, regardless of whether they 
are connected to your network or not [1]. If you've got it, find out how to 
leverage it.

[1] IANAL, but containment of wireless APs that are not under your authority 
could open yourself up to legal issues for "denial of service". It is always 
easier to work with tenants and businesses around you to try and find 
channels/frequencies that do not interfere with each other. My advice is to not 
contain unless you are absolutely sure you have authorization to do so from 
your organization's owners and that they understand the risks & benefits.
