I have two scopes. Both are private address ranges, one of 10.0.0.0/8 and the other 172.16.0.0/16. The 10.0.0.0 scope has all the possible addresses available _and_ excluded from distribution, so that only reserved machines get an 10.x.x.x address. All non-reserved machines fall in the 172.16.0.0 scope.
