Simple advice: Ignore solicitations to services from foreign countries. Also, ignore any uninvited solicitations for that matter.
*** There is no Internet watchdog organization for who is registering which domain in which country. Anything regarding anything like this is trying to get you to spend money - most likely needlessly. The internet is still very much like the wild wild west.
