Stating the obvious. Yank it. If they decide they want it back, tell them that they need to dedicate a server to the app, or be forced with these kind of periodic disruptions in service and then install it accordingly when the time comes.
Note: SQL Express uninstaller is pretty smart, hopefully you have multiple instances and it will uninstall the named instance you select.
