Could you create a new App Pool under the identity of the IUSR_COMPUTERNAME Account, or account which has the rights to the web applications directory ( Usually Read and Execute, but you might need more or less depending on the application) and make that web-app run under the new Web Application Pool and see if that works for you.
If not I would probably uninstall and reinstall. Z Edward E.
