I looked at Packeteer for packet shaping/WAN optimization (more than 5 years ago) before they were acquired by Bluecoat, and at the time I was very impressed with how they could shape based on protocol and application. Not sure how what they can do compares with the competition nowadays, though.
I ended up not implementing at the time because it did not make sense for me at the time because of how my WAN links were setup. I kept them in the back of my mind for future reference. Jonathan L.
