Are you using the Internet Explorer Maintenance portion of GPO to apply these settings? If so, those are user-based settings and have to be targeted to users and not computers. You might be able to get the computers by enabling loopback policy processing, but I've not tried it.
If you're using preferences, also make sure to get the update for XP to use GP preferences.
