I was using the Internet Explorer Maintenance portion of the GPO, which is where it was set....HOWEVER....it turns out that it was ALSO set in the Administrative Templates/Windows Component/Internet Explorer setting...
It's amazing how once I changed it there everything worked the way *I* wanted it to....now to hunt down the SOB that initially setup the GPO...
