Not entirely sure what you mean by "was it set that way during install?" other than to say that all I've done is added two vNIC's in the machine properties and put them on the iSCSI VM Network.
I've already tried within the local security policy and the closest I can get is to set it so that "Unidentified Networks" have a location of "Private", but I'm unable to change them from "Unidentified" to "Actually Microsoft, these are my networks and I know full well what they are". I noticed in Network and Sharing centre you can click the icon and get a dialog box where you can change the network name, only you can't, it's greyed out even logged on as Administrator - pretty sure I don't have that locked down via GPO (I have to confess I find the Windows 7/2008 firewall GPOs more complicated than I think they need to be).
