Coming at it from another angle, how many users, how much bandwidth, what firewall and what firewall rules do you have in place?

For these pita's the Internet is wide open. So they can get music, video, large files, etc... If I told them listening to the radio via Internet or watching video's on the internet or setting a lot of graphics in their email background causes some lag in Internet usage I would correct?
