Agreed - we had a purchasing department that worked in the area of buying, 
licensing, etc. for the Enterprise (IT, Business Apps, office supplies, etc.).  
Also had legal who would review and revise contract terms.  Our org was around 
10000 people at the time.

The purchasing people would reach out to a local manager of the team who worked 
with a specific product or tool (eg Intel server engineering for Microsoft 
server stuff) to ask questions or clarify things, and the local manager would 
see the invoices to make sure they were accurate.  That wasn't full time for 
the 
local manager though.

Most places I’ve worked have some sort of IT Business Manager type position 
that 
manages all this. They’re responsible for getting the correct information to 
purchasing for cutting POs, executing contracts, etc.

How do your guys’ companies handles purchasing, license and warranty tracking? 
Do you have dedicated purchasing employees/departments?
 
We have pain points in all these areas and while there are companies out there 
that can help get license maintenance under control, the question at %dayjob% 
is 
what job function (read: which employee) typically handles this interaction? 
We’re at about 400 employees (and adding about 50/yr and have been at that rate 
for a couple years now and look to continue this trend).
 
At %formerdayjob% (1600 employees) we had a purchasing dept and at least one IS 
FTE dedicated to handling all hardware/software purchases, license tracking, 
warranty tracking, etc. As I remember this person was more of an administrative 
type and not a technical person per se. That’s typical right?
