This is really weird. Just this week all of our 2008 servers, in an 
isolated domain, are prompting for Admin Approval, as if UAC is enabled. 
We have Admin Approval Mode disabled via GPO, been this way for over a 
year, and RSOP run on a client verifies this. But we are still being 
prompted as if its' enabled and additionally as if "Behavior of the 
elevation prompt for administrators in Admin Approval Mode" is set to 
"Prompt for credentials" . These are the settings as seen in the RSOP 
report and on the GPO itself: 


User Account Control: Behavior of the elevation prompt for administrators 
in Admin Approval Mode  (Prompt for consent on the secure desktop)
User Account Control: Run all administrators in Admin Approval Mode 
(Disabled)

Any thoughts?
