What about moving another comp account to this OU and testing?

I have a Computer Config GPO that is failing to apply on one OU, with
the following reason shown by gpresult

 

Anyone have any idea why this should be so? The same GPO applies without
any issue to all the other OUs it is linked to. This particular OU is a
test one so has Block Inheritance on it, but this GPO is applied
directly to the OU. There are no WMI filters and no security filters
applied, I have tried restarting the server that is in the OU but the
problem remains the same.

The server in the OU was recently rebuilt from an image, I am wondering
if this could be an issue?
