Nope, for me it's anything with a space in it. Just tested and if I open 
an Explorer window, it works fine. Problem just seems to be from a Run 
line.

Do you have an executable or file in the folder with the same name? I used 
to get some weirdness when trying to open the oobe folder in system32 
which also contains an oobe.exe. It's picking the file out instead of the 
folder. Bung a \ on the end.

I just tested this on 2008 R2 and it let me run it without issue, spaces 
or no spaces. However the auto complete was navigating to the folders as 
fast as I could type, so don't know whether this auto-discovery function 
is a factor or not.

However, on my XP desktop, I can't do it without quotes if there are 
spaces in the folder name. ???
