As you've discovered...there effectively is.  The OST is tied to the
profile. If you've already deleted the Outlook profile then it won't
open the OST.  Even if you deleted the account from Exchange and AD as
long as the Outlook profile is still there you can still start Outlook
in offline mode and export the data from the OST to a PST file.

But once the Outlook profile is gone the OST is orphaned and Outlook
won't open it.
