It was actually DEP (data execution prevention). I changed it to "turn on for essential Windows programs and services only"), rebooted the server, and voila!
Everyone is opening IE8 with no problems today. Also - the server memory is hovering around 500MB available and pagefile is 4GB Originally, memory was going down to under 100MB available and pagefile was 8GB Hope this helps someone else when they are frantically searching. So after several hours, I have come to discover that the problem is with IE's proxy server settings (or more specifically with our iprism web filter - which is our proxy server) I am still doing research, but if I remove the iprism from the proxy server settings in IE, IE opens right up. Furthermore, Outlook will now let the user click on a link in an email (before this wouldn't do anything). So I removed the proxy settings, tested IE directly and tested links within outlook, replaced the proxy settings, logged off, logged on, re-tested both IE and outlook, and everything works. The iprism recently went through an OS upgrade... I will see if it can be rolled back to the original OS and see if the problem goes away. I have several users with this problem, and I only tested removing the proxy server on 1 of them. So hopefully I can roll back the iprism operating system and see if the remaining users problems go away. PS4 will not put any more users on a PS4 server when the load reaches 10000. PS4.5/XA5 on Server 2003 with HRP3 or higher handles things differently. Unfortunately, since PS4 is a dead product I can't use my Citrix support contacts to get you any info.
