Therefore, if you have edited any of the these files to modify existing or create new policy settings, the modified or new settings will not be read or displayed by the Windows Vista–based Group Policy tools. In our situation, we modified the existing system.adm file, so it won't be seen by GPMC on W2K8R2 or W7.
