  Be aware: IPsec is an extremely complicated standard.
Interoperability can mean getting into some real nitty-gritty.  It's
generally doable, but I want you to know what you're getting into.

  You need two endpoints for IPsec to work.  You posted one config
file and one log, with no explanation of which it came from.  Google
results suggest Fortigate is using Linux internally, so I can't even
assume "ipsec.conf" means it's from the ClearOS box.

  Please post configuration descriptions and logs from both ends,
explaining which is which.
