Be aware: IPsec is an extremely complicated standard. Interoperability can mean getting into some real nitty-gritty. You posted one config file and one log, with no explanation of which it came from. Google results suggest Fortigate is using Linux internally, so I can't even assume "ipsec.conf" means it's from the ClearOS box.
