I've been using jaguarpc.com for several years now. Off hand I can't remember the last time it went down. At the moment we have a very simple site and are on the $5.00 a month shared hosting plan with unlimited disk space and bandwidth, but a new Joomla based site we are building on there seems to be doing fine.
Can't speak to their hosted servers or VPS plans. The few times I've needed tech support I've used the web based ticket system or live chat and had a resolution generally within an hour.
