Easy way to tell would be to create a GPP with something simple, say, a mapped drive, and apply it to an OU containing some XP SP3 machines, then log on. I wasn't aware of it being in XP SP3, but I had very few workstations to manage at the time, and it does make sense that a "hotfix" of sorts would be included in the Service Pack.
