We have had this issue with a few machines here, it seems to be some old policy that lingers from v7 . What I have found is that the ie8_rereg files work but you need to run them all (regardless of if its 64 or 32bt) and run them a few times (run in an elevated cmd prompt to check that they do run correctly) - they do eventually solve the issue it just takes time and patience.
