Thanks for the response.

I have verified that the TMP and TEMP variables point to
%USERPROFILE%\AppData\Local\Temp, which is the default setting in Win 7, and
it is writeable by the user.

Also, the kb article I referenced for the original error, "Outlook (or Word)
could not create the work file. Check the temp environment variable." points
to changing the IE Temporary Internet Files location to:

%USERPROFILE%\AppData\Local\Microsoft\Windows, and states that Temporary
Internet Files Folder will be created, and I have verified that it in fact
does so.

I'm open to other suggestions.
