I don't think they said "make the site insecure", but they're the ones responsible[1] for the security of their systems, and they're the ones that set priorities for their IT efforts. Gross incompetence this extreme is a failure to supervise. Supposedly, that's why high-level managers make the big bucks -- responsibility and supervision. Until we start seeing some serious repercussions at a high level, this kind of thing will continue.
