It means how often the "tester" is used, it's actually an electrical tester system, and they want to ensure they are being used optimally, not leaving a machine open when there is product to run. They assume long term higher CPU utilization means the tester is testing parts. Perfmon may be of some use, it just displays a little more than they want. B
