I downloaded the PDR tool here:  http://www.powerdatarecovery.com/  which 
includes a free version for home/non-commercial use.  It didn't restore the 
disk partition so that it would boot but I was able to grab about 90% of the PC 
owner's data.  The remainder was badly corrupted and not recoverable, in part 
due to extensive malware infections.
