Anti-terrorism Policy Since the September 11 2001 attacks on the US and the Madrid bombings in March 2004, anti-terrorism has been at the top of the agenda in Europe. At EU level there has been much debate, two action plans, numerous communications and several concrete developments. Member states have brought in their own laws of varying degrees of severity. But there is still debate on the best way forward.
Biometrics and secure travel documents The EU is seeking to improve the security of travel documents in the fight against terrorism and illegal immigration. From 2005, EU countries will begin to introduce biometric data into newly-issued passports. Similar proposals for visas and residence permits are being hampered by technical difficulties.
