On 1 June 2005, the Commission launched a five-year strategic action plan to follow up the eEurope 2005 plan. IPR - Intellectual Property Rights
In service/knowledge-based economies such as those of the EU, protecting intellectual property rights (IPR) is considered essential by many businesses in their pursuit of innovation and competitiveness. The Commission implicitly favoured this approach when it tabled a proposal on the enforcement of IPR in January 2003. The proposal aimed primarily at preventing counterfeiting and piracy, which cause increasing amounts of damage to businesses while at the same time harmonising legislation throughout the EU Member States. However, now it has been adopted, the directive is raising concern among consumer organisations and civil liberties groups who claim universities, internet providers and ordinary people could end up being prosecuted.
