If you are talking about Qt and not pyqt, you can get it from the foundry website at : http://docs.thefoundry.co.uk/nuke/
or can look at the qt archive at ftp://ftp.qt.nokia.com/ You need this to build PyQt on windows for nuke to match nuke's pyqt. ...wich I did not accomplished....
