i'm not very savvy with roto but i imagine one would have to solve some fundamental problems which are quite tricky.. for instance:

what would happen to the falloff behavior *between* control points? assuming the falloff gets generated by mathematical formulas, lets say point A has a linear falloff and point B has a power function. now we look at a non-control point point C somewhere between A and B (cue hitchhikers guide reference ;), what formula would you apply there? to get a smooth transition from A to B we'd need to dynamically change formula A to formula B. i guess you could try a dissolve between the two but i imagine the math gets rather complex and in worst case that would result in some kind of double edge.
